where is puppeteer

I cannot find it anywhere. Most tutorials start with it already open. I saw one that shows a tab above the content library tab but I don't have it.

    Window>Panes (Tabs)>Puppeteer. You must open it before it will show. Then you can dock it if you like for easy access after the first time.
