Windows 8 - M4 Installation Issues

I just got a new laptop running Windows 8. I was able to install all my characters except M4. When I try to install his base, it pops up a blank window and just sits there. I thought maybe there was a problem with my file so I re-downloaded from my account and it gives me the same problem....

Any help is greatly appreciated :)

    1. Select the installer and right click and select "Troubleshoot compatibility"
    2. Windows will try and figure out what he problem is and present a screen. Click on "Try Recommended Settings".
    3. On the next screen, click on the "Test the Program" button
    4. The installer will launch as normal. Proceed with the installation...
