scaling limbs? Does it work in Carrara?

I'm trying to make a short dog... it's not just a small dog, but a breed with short legs... So I used Predatron's Low Res Dog and just scaled his legs (the bones) down to 70% (propagate scaling turned on) in the movement panel...

The problem is that the dog will snap out of pose if I try to pose him with anything other than the gizmo... Applying a PZ2 pose, or even typing in the rotation field (any bone), causes the pooch's joint above the hip to snap upwards... I've had issues trying to scale limbs in the past. Is this even possible in Carrara?

Should I be creating a "short leg morph" and if so, how?

Should I do my scaling in Poser and then export?

Does anyone else see this behavior? Does scaling limbs bork the rigging somehow?

    I had a lot of issues with Garree's Puss in Boots because it uses scaling of bones.
    I have eventually gotten a working version but it took a lot of work and I still cannot recall how I actually did it!
    think it might have been dazcollada from DS3
    I just reuse my saved .car file
    I have simillar issues with that figure in DS4 but can more easily fix it there.
