Luminance HDRI's- Not Exactly Sure What This Is Or Does?
This is MM today, and could you provide a quick "what is this exactly?" answer for me? I am getting confused with domes, HDRI- I've only just started with lights (spotlights, the basics) and from what I understand, the luminance HDRIs use the UberEnvironment, and that comes with 4.5? My main question- Is this just to change the light like a distant light would do overall?

http://digilander.libero.it/maclean/DStutorial.htm was the only reference I found when I searched HDRI lights, and I've read that before (love it!) but it wasn't helpful for this particular question.
Yes, UberEnvironment can use these to simulate light coming from a full, 360 degree environment. (built in to DS4.5)
If you've made your own 'skydome' from a simple sphere then you can also use them directly on that too.
You could probably use them in any program that does Global Illumination (GI). :-)
HRDI = High Dynamic Range Image which UberEnviro2 can use as IBL (Image Based Lighting). UE2 takes the light information from the HDRI and lights your scene. But you do need an extra light to provide good directional light hence all the sets come with additional lights, usually a distant light.
Here is a great thread by our Adam on UE2 Learning UberEnvironment 2
Why is IBL so cool because it can give really good realistic lighting...
