blocky normal maps

in New Users
I created a 2048 x 2048 normal map of water. I then applied it to a plane. Dropped a sphere above it to add some reflection and rendered at 2048x2048 but the edges of the reflection looked blocky. So I tiled the normal map and halved the render resolution and still the reflection on the water comes out blocky. The normal map isnt blocky at all so I'm wondering if there's a setting I'm missing
