blocky normal maps

I created a 2048 x 2048 normal map of water. I then applied it to a plane. Dropped a sphere above it to add some reflection and rendered at 2048x2048 but the edges of the reflection looked blocky. So I tiled the normal map and halved the render resolution and still the reflection on the water comes out blocky. The normal map isnt blocky at all so I'm wondering if there's a setting I'm missing

    I cant seem to edit the first post but I solved the issue. turns out the normal map wasn't as high res as I thought. applied a curve to it in Photoshop and I could then see that it was a bit blocky. that was part of it. the other was lowering shading rate in render settings and that increased render time but sorted out the rest of the pixelated edges.
