One of the MOST Annoying Programs I Have Ever Used
I downloaded Daz 4.5 a little while back. The basic stuff is ok, but I wanted to expand. So I bought the Santa Claus outfit. Says it doesn't work with anything except Michael 3. Bought something else, says it doesn't work with anything except V4 and K4. So I just bought one of the bases for the 4 and the damn program doesn't see the files and won't accept an import of the files. I am probably doing something wrong, but so far I feel like I have thrown over 100 bucks down the toilet on this program and I'm pissed. And what annoys me even more is when I've downloaded free content, it shows up just fine. But when I buy something, I get zilch working. I've made sure that I'm DLing the PC versions and not the mac versions. I've made sure that all content is compatible with DAZ. I just do not get it! What am I doing wrong?

When you go to a product page, it will tell you which figure the product works with. Genesis is the native figure in DAZ Studio 4.xx
Regarding what it is you have purchased, the Generation 3 and 4 figures come into DAZ Studio through the Poser libraries in your Content Libraries (not smart content, I don't use that, so I don't know if they show up there or not).
Most clothing and hair made for Victoria 4 and Michael 4 can be converted to Genesis.
I don't know how long you have worked with 3D applications, but 3D is inherently difficult, and there are many, many layers to it. The single best thing you can do if you are new to 3D (and I don't know that you are) is to communicate often with those that have experience in whatever application you are learning. The lion's share of problems you experience, no matter how large or small, can be solved, and you absolutely should seek help. Tackling these issues increases the knowledge of those helping you as well as yourself.
Prior to Genesis, ALL DAZ figures were in Poser Format, and that is where you will find them. Go to the Content Library pane, select Poser Formats My Library > Figures > DAZ People, and you should fing M4 or V4 or whatever you have installed in there. In Poser Formats, you will see that there are several other folders, Props for things like swords, hats and sometimes hair. Pose for things like poses (naturally), but also MATerial Poses, or MAT Poses for short. These files change the material for a selected object (note: Selected in the Scene pane)
Items of clothing for Gen4 figures (M4, V4 etc) can be fitted to Genesis using the Autofit plugin, so if you have Gen 4 clthing, there is no need to buy the Gen 4 figures to use it,. Select Genesis in the Scene pane, find you content in the Poser Formats area (Figures), and double click on it to load. Autofit should pop up and ask you what figure it was made for originally, select that, then select the typ, shirt, pants, skirt etc, and click accept, and the plugin will do the rest.
All Genesis items will appear in DAZ Studio Formats > My Library > People > Genesis.
The Smart Content pane requires the CMS (Content Management Service) to be running as a process, you can chek in Task Manager to make sure that it is running. Using the DIM (DAZ Install Manager) will get you the latest versions of all items, and most of them now have Metadata, which is required for Smart Content.

Hopefully, we can at least help you solve the issue of not being able to find and use the content that you have purchased...
What products specifically are you having trouble with? And did you install them manually/individually, or did you use the DAZ Install Manager (http://www.daz3d.com/install-manager-info/)...either of these methods is fine, but knowing which one was your process would help us figure out what is going on here.
Lastly, do you know to what location they were installed?
