Maximal human character customizing what to buy?

Hi so I basically want to what I should use so that I can get as much flexibility as possible customizing my own characters like changing their shapes,facial features,ages,clothes and their hair and skin. I basically want to be able to make characters like you do in the Sims without spending a lot of money.

Which base figure are you using, or is that still open to decision?
You'll need the face and body morphs.
There are three and a half bases - Genesis (which is unisex), Genesis 2 Female and Male, Gensis 3 Female and Male, and Genesis 8 Female. Curently Geensis 3 probably offrs the best mix of options and support, but a lot of the "core" tools seem to be coming out for Genesis 8 Female pretty quickly.
