I think that the problem may be that you have Genesis selected in the Scene pane?
Make sure that there is NOTHING selected in the Scene pane by clicking on an empty space in the viewport or scene pane, and then you will find it where Pete says it is. That is the whole idea of Smart Content, it only displays content that can be used for the 'selected' figure.

Hi Pete, Yes - its a clean install without any purchases.
The content exists OK, but not under the smart content tab, yet all the genesis content appears OK in the content tab.
Something to do with metadata maybe?.
