suggest a method/software for frame management?

i have been exporting alot of animation and videos lately, and i was given the advice to "export your animation in a series of images, then splice them together, as this will bring better quality then most codecs.". that seems like a good idea, but how would i do this? is their a program or software that preforms this operation? ---thank you.

    Blender also has great video editing tools and it's free. There are plenty of Youtube Blender tutorials.

    And yes, you do want to output to stills then stitch, for many reasons. If the render blows up or a section isn't quite up to snuff, you can re-render just that section. It also allows more creative expression, such as applying photographic filters and other post production tricks to individual frames/sets, in what you can produce once you get the hang of it.. There are other reasons (final quality, codec options, etc...) but these alone should convince you.
