Can I use V4 expressions on G3F?

I found a promising set of expressions but its for V4, is there a way I can use them or transfer them somehow to G3F?

no. V4 is not compatible with G8 or G3

transfering could be possible with Generation X and clone shapes but depending on how they are created fiddly.

If dialed up from existing morph sets one would need to export her head with them applied and reload it in morphloader then create an ExP file set of deltas to use in GenX, I have done it with dialed up characters so it is doable but an awful lot of fluffing around.

Expressions are morphs on pre Genesis 3 and 8 figures whereas Genesis 3 and 8 use facial bones for expressions.  Mixing the two techs could result in horror.
