I'm thinking about getting a club membership, but am wondering exactly how it works?

If I'm reading correctly, it's only on Daz Original items?

If an item is on sale, say 10% - would I get an additional 30% with a membership?

When are items not considered new releases anymore, and is there something that lets me know that?

You know the items are no longer new when they lose the green flash on the corner on the main store promo.   Items are considred as new for 60 days.

And yes you get increased discount on DAZ on introduction, while the intro discount lasts.

on top of what Chohole posted, here's my experience:

- every wednesday, a PC freebie is released. In addition, you have access to all DAZ freebies without additional purchase (that's already covered by your membership in the PC+). There is usually a monthly DAZ freebie released. Also, on Wednesdays, the PC+ new releases are released, that usually reange between $2.09 for textures, and $5.99 for the actual item, like hair, clothing, figures. Prices vary, depending on content. You also have accesss to a large "Legacy" catalogue of PC items that cost $1.99.

- You get 30% discount on DAZ originals. For a new release DAZ original, that means you get the 30% new release + 30% PC discount = 51% discount on newly released DAZ Originals. For example, https://www.daz3d.com/northern-winter-village costs $13.21 with the PC discount.

- the coupons are useful if you have wishlisted items, or buying new/old DAZ Originals, like the main figures. If you plan your purchases, you can use them every month.

- there are also sometimes extra discounts for PC members on content. 

I've been a member in the PC club pretty much since I started buying content here, and it really pays for itself (of course, that is given that you would've bought that particular content anyway).
