I have tried altering the collision item to the dress and played with collision iterations and smoothing but I can't get charm hair to hang over the dress. Anybody got any ideas`?
Did you actually render it? Looks like the good old OpenGL viewport glitch to me. If part of the dress is transparent then that is what it would look like in the preview;)

Now, I'm so stupid I didn't think of trying a render. I'll give it a go - thanks. Looking at it now, I can see that it is only where the trim is that the hair hides so you are probably right.
Charm Hair has a fair number of morphs for Style, Movement and Fixes, including those specific to the left and right front portions. Try playing with those a bit and I believe you will solve your problem.
