You will need a tileable texture map (plenty to find in a Google search) that you can apply to the surface settings. Assuming you're using Iray, it will go in the Base Color setting. Then drop down to the Geometry settings and add some horizontal and vertical tiles to avoid stetching the image too much.
You can also create a noise map in your image program, put this in the displacement slot, and then add a colour in base colour. Use the tiles as described by Johnny Ray. Make sure that you apply Iray Ueber shader to the surface, as the default surface setting is for 3Delight.
So DAZ Studio can't create procedural textures? You have to always use a texture map? Hmm, not a big deal I guess.
DS can definitely do procedural shaders with shader mixer. I can't tell you how to do it as I have no idea ;) but Will (aka oso3d here) has a few sets of procedural shaders for Iray on sharecg which might be used as a starting point: http://www.sharecg.com/pf/full_uploads.php?pf_user_name=wtimmins
Can you set up the surface yourself? My DS is otherwise occupied and I can't do it right now. Here are some maps. I suggest putting them in the base color, bump, and glossy reflectivity, and then adjusting the glossy layered weight and glossy roughness channel until you get the amount of shine you need. Hope that makes sense.
Oh yes, that was going to happen with those maps. Procedural textures can actually look repetitive too, if you have to scale them down to fit the space. I don't know of any prodecudural plaster textures. It could probably be done in shader mixer, but I'm behind on getting something else finished. Good luck!

I need an IRAY procedural shader for a common home wall. It can't be texture based though, I want it to be procedural. Something that looks like this.

I forgot to specify I'm looking for a non-texture based procedural IRAY shader.
The problem with textures is as soon as you tile them they look too artificial and patterny.
