The terraces are actually graded (ramps) for heavy equipment ... its a quarry. They connect in places as in the detail.
That they do.
Will need a bit of cutting and moving but that should be fairly easy to do once the basic shape is established.

Over in the Carrara forums is a thread about the 'Digital Carvers Guild' plugins going open-source, and I believe there is a DAZ Studio version of 'Ground Control' available, which I believe can pull in a variety of terrain maps and get them into a form that you might be able to use. Perhaps it can read 'GRD' files. Maybe the DS version is also free now and might be able to get you closer to your goal. It's the only DAZ Studio plugin there, upper-right corner of the 'Ground Control' 'blurb' section, last/bottom of the SW package downloads options.
