Victoria 5 not installing.

When I try to install Victoria 5 I get this message: Victoria 5 has a dependency on another product and the required files could not be found in the chosen location. Please choose a different install location. I am running Windows 7 64bit. I tried both the Programs(86) folder and the Programs folder but to no avail. And of course it does not tell me what files I am missing. It is a stand alone installer: 13439_Victoria5_1.0_trx

Any help would be appreciated.
