Adding a image to create a seal on a floor?

Is there a way to add an image to a floor?  I need a grey floor with the CIA seal.  Is there an easy way to do this?

    Several... The first would be to get the floor map into a image editing sofware like GIMP or photoshop, and add the logo there.

    The other would be using LIE (I'd have to dig out instructions for that, but it's part of the surface settings), the built-in layered image editor.

    There's also decals and geoshells.

    However, you'd need to have a UV-mapped floor for that (ecept for the decals). Are you using a plane primitive, or a particular set for the floor?
