If you have the dynamic clothing control plugin you can make it shrink a bit - a better bet either way might be to do an animated drape with V4 scaling larger as well as getting into pose to the last frame. Then export the resulting clothes as an obj, reimport, copy surfaces back over, parent to V4 and scale back down.
Thank you I have managed to find something now and changed the textures to fit what I was doing...I really appreciate your help and will keep this in mind as I am sure I will need it in the future :)

How detailed do you need it? Does it have to fold up like in the picture or would a more static model do? It's simple enough to model the static one, relatively simple to uv-map, then texturing could just be metal/rubber-shaders if you don't need too much detail. A nice ray-traced reflection would work for the metal if you had a 360 environment.
(I ask because I'm at work and free for a bit so I'm modelling one in Blender for practice.)

How close to the camera? See image for progress so far on the modelling (no textures applied and the blender render doesn't have anything in scene to reflect even if I added reflection to materials). It doesn't have the fine detail of the turbosquid one (I'd need a lot more time for that, and I'm too busy), but if it's close to what you need, I'll finish it up.
At the moment, the tires are just a material setting on the wheels (so close up it wouldn't look good) but if needed I could make them look more separate. There's also no 'weld' at the joins and the frame cylinders just pass through each other (it's 8,800 polys as it is).
It's also at the wrong scale as I'm not at home to import G3/etc for testing. But that's just a scale dial away.

Sure (don't worry - I know you work in 3DL ;) ), but that's more down to the shaders used. If you've got a metal / rubber shader for 3DL (easy enough to set up actually - but I can't provide reflection maps, so you'd need to reuse one from an existing set, or use ray-traced reflections), the mats will look fine. But how close-up? Is the model detailed enough as is? Or do you need more?
Based on the image I provided, what needs changing? (I'm not at home right now, so I can't take it into DS and try doing the shaders there - I should have time tomorrow if you can wait (though I'm supposed to be working on textures for my kung fu school set).

..actually in the mid background. Most are actually not very shiny, so don't need a reflection map.. I have 3DL metal shaders I can apply to the basket and wheel spokes so if the tyres are a different material zone that is all I need.
Okay, how about this: Here's the .obj file (zipped because we can't upload .obj file type to the forum) - try importing it into DS, scale it to fit your character/scene, and set some materials to the metal / rubber mat zones (a basic non-glossy plastic would probably do for the 'rubber' if it's not close up.
Give it a render and let me know if you need anything changing :)
