I want to place a Cellular shader in the bump channel but want it softened or blurred slightly how can I do this?
For that matter how can i blur or softer any channel?

There should be parameter sliders in the Fractal Noise shader for brightness and contrast. These can be adjusted to help blend and soften the effect. Personally I prefer the Fractal Noise shaders over the cellular shaders when animating because I'm more likely to get a "crawling" or "sliding" texture when using the Local space or UV space function.
The Cellular shader lacks that option. For static objects in an animation or for still images it's no big deal, but for a moving object, Ugh!!
The other option is to use the cellular or noise shader with a mixer to drive the hardness of the effect.
My first newb response/thought would be to create slight motion in the shader channel using several keyframes, and then use motion blur in the render settings.
But I've never tried that, so not sure if it would produce the effects you want.

You can use the Curve filter operator & cellular shader in the bump channel to really get funky. :-P
You could be right, if he wants it animated. I read it as maybe wanting a less hard edged look the cellular noise.
ShaderOps 2 (DCG) has a blur filter, & works on procedural shaders or texture maps.
