help with scaling equally in 2 directions

i am trying to scale the selected edges in by an equal amount. possible? if not any ideas? another questio, why do the hades crease when i weld this group together and why cant i smooth them again. thanx

The three small grey cubes in the vertex scale manipulator will scale along an axis plane. You can also use Ctrl+Alt on a vertex(vertex will turn yellow) to scale from that vertex position. Some overlapping geometry, N-gons, non-planar faces or combination(etc.), may not let you smooth/crease edges until the geometry is repositioned or triangulated.
i tried both your suggestions but its still pulling in only two sides and just compressing the edges on the ends. i tried comm select vertex, the plane changes but the vertex doesnt turn yellow, should it? thanx for reply. fooling around with it and it may be because those are three separate meshes. when i do one mesh i can fudge it with the scale dialogue box doing x and y
