Can Genesis 3 clothing and assets be used on a Gen 8 figure? What is the downside etc.

Yes for clothing, when you Fit it (which will usually be when you load it) a dialogue will pop-up in which you specify the figure it was made for, and optionally the type of item it is. The drawbacks are that as an automated process it can be a little rough, and that you lose any custom bones for adjusting parts of the fitted item.
