I use Particle Illusion for that kind of effect, 2D effects overlaid on any video or still. A short example:

Cripeman has a Carrara tutorial for that.

Muzzle flashes are best done in post, using a program like After Effects.

Here's a tutorial on how to make some great-looking muzzle flashes:

IndependentVFX has a number of these tutorials on their channel, and following these means you can get some very nice and realistic-looking muzzle flashes for a variety of firearms.

You can also look at a package such as Action Essentials 2 from Video Copilot, which has pre-matted muzzle flashes and smoke included. I've used this in some of the videos that I've done, and recommend it highly.

Easy enough to create ub Photoshop or image eding app.

I use the clips from VideoCopilot's Action Essentials 2 - which has all sorts of muzzle flashes as well as bullet hits, explosions. etc. Well worth the price. http://videocopilot.net

Fast easy in DS on the timeline Add Prop muzzle flash set it to Show in Render OFF on Frame one/zero with a keyframe. At flash time turn it to Show in Render ON as a key frame on DS timeline. Then off and on as needed. Easy peazy.
