The job is simple

I want to render the skin of my character similar to this (more comic/toon style, semi realistic)

Your job is to save the scene with the correct lighting/skin texture/what ever you think is needed.

Probably less expensive than hiring somebody and if it doesn't workout to your satisfaction you can always return them (within 30 days)

It’s much easier to get effects like that in post like with Photoshop. You can check my site, I do that but in Photoshop.
