At least for the lower one it looks to be at the same place as the flap (?) on the pants. So it might have a different material there.
Anyway, try to look at the node setup for the material, and the attached texture.
It is just a simple principled bsdf with transparency.
One thing to try, be sure to save first in case of no dice. Select pants, go into edit mode, hover over those cuff pieces, hit L. Hopefully it will select the whole cuff, but noting else. If it works, delete them. I *think* the black stripes might be caused by z fighting, like the scalp sometimes does.
So there is no difference in the material and not visible in the texture.
I actually initially considered if it could be caused by wrongly facing normals, but not sure how that would show up in the render. But you can check that if you go to modelling and tick Overlays > Face Orientation. If all is blue then it isn't that.
I wouldn't think of it but it worked!
