Recreating a real world person, how do you approach?

Hello!

I want to recreate a real world person, and it looks ok, but then again not at all. How do seasoned artists approach this, where do you start, what are the most important features, what order? Face form, eyes, nose, mouth?

A side question: what are the best products to alter and form eye brows (hair line) with in full freedom?

    I don't call myself a seasoned artist, but I did pull off some projects of morphing real persons. There is not much to tell. Get as many morph kits as you can, some photographs for references and start morphing :).
