How can I save an equippable outfit - without the actor please?

So Im trying to make a uniform, that I can just load onto any/every character. Like when u get an outfit in a package u just dble click and it auto loads all pieces of the products outfit onto  a character?

I want that but with my own mixed n matched set of itess.

I am selecting a genesis 8 figure, going file> save as wearable, and just "ticking" the clothes I want.

However whenever I load this wearable it just  loads a new character into the scene wearing the clothes. Is "save as wearable" not what I want? am I doing something wrong in the saving process?
