Negative values on Positive Bump Slider

I'm kinda of confused here. Usually, the Negative Bump parameter is zero or a negative value (like -0,05) and the Positive Bump is a, well, positive value (like 0,05). But I was checking some skins (like the great Maxim character by Male-M3dia) and saw negative values for the Positive Bump (in Maxim's case, negative Bump is zero and Positive is -0.015). Is the map inverted someway? There's is a specific reason to use the negative value on the Positive Bump?

    I don't know why the materials are set up that way, but there's no reason not to do it - minimum is the value where the map is black, maximum is the value where the map is white, shades of grey are interpolated between the limits; making min negative or zero and max positive or zero is a useful convention for human readability, but not functionally required.

    Such events can also happen if shaders come out from the shader mixer where bump and displacement configurations are a bit....
    ....

    weird?
