AFAIK the concept is: a preload loads the entire set, whereas a ready scene loads ready to render [with lights, cameras, etc.].
To confuse things, some PAs call a preload of all props a "scene" so you can't really be sure. A real scene-ready "scene" will load with the render settings, environmental settings, camera positions etc. pre set up so you should be able to just hit the render button.
