Can not load a file

Hi,
Need some help with a file please. I download the file , Aiko4Victoria4 Hand It Over , using the Manual download. When I try to put it in my Libraries,Hand file in my runtime I get the following error message, "Invalid Compressed Data to Extract". I have had no problems with any other file. I tried repeated downloads over a week time span with no luck. It seems something is amiss with this file. I am using DAZ Studio 3.1. but like I said no other files have given me this grief.

It may be that there are zero-length files in the zip, some decompression algorithms fail on those. When this happens I use 7-zip to decompress.
