Shader Set Vs Shaders

I've noticed that in many shader products I've bought, there are "Shader Sets" and "Shaders." A glance at the contents tends to suggest that the same things are in both. What is the difference? How should each be used if they are different? Thanks!

The difference is Daz metadata is severely lacking. I assume "Shaders" is meant for shaders that come with another product, while "Shader Sets" is for packs of shaders you buy, but whoever is in charge of product metadata just shoves them wherever.
