Giving motion to stills
While making 3d art, I've come across some pieces that seem to give motion to images that are for all intents and purposes, stills. This can range from adding blur to images to making the characters look like they're wincing or adding dust particles to the air. While considering this, I decided to do some research on how to give stills a sense of motion, and where better to look than anime? I searched, and I found verious terms for these types of things, so searching for something similar to this in Daz has been a pain. However, here are my thoughts -
How could I utilize Daz, or even GIMP/other editing software to create this effect but in 3d environment?
For all that is 3 dimensional, what are these things called? I just know there has to be some kind of technical term for what this is.
I uploaded some images with the examples of what I'm talking about so people are aware.

If you do a search of "animated GIF makers" there maybe some options for you
motion blur

3Delight also does it without any extra addons if you prefer that, otherwise you need to render more than one frame with something moving and do it in a postworking program
$26 bucks for something 3Delight does for free?! *spit take*
I think my question is being confused just a bit. WendyLuvsCatz was right on the money with what I'm asking. I know how to make animations in and outside of Daz. My question is with a still image (a singular still image) what are some ways that I can instill a sense of movement to the viewer? This goes from things like speed lines, blur, dust particles floating through the air, shake lines (as it is in anime), hair positioning, billowing clothes to make it look like it's windy in the image. Again, all of this is within a singular image. And while it does seem that I just answered my own question, I figured I'd ask on here because there are a lot of artist here who know how to make this happen, and it looks way better than mine. I can't find any clear examples right now to save my life, but I'll know it when I see it.
I used several of the blur tools in GIMP to create this image. Mostly linear motion, and zoom motion. As I recall three layers at reduced opacity.
