topz labs has a lot of effects for 2D renders.
I use olivier's art materials at rdna and use the shaderworks python scripts to apply the materials all in one hit.
I notice with that PW toon example there weren't any transmaps. I have used PWtoon in the past and can't remember if it had a problem with transmaps or not. a lot of tooning software does. But the example I give above from rdna, works fine with transmapped clothes, hair, eyelashes etc.
