Adjusting Cameras

After I load a background into Movie Maker, you need to adjust the camera so the character is in full view. I'm panning but I may be using the wrong mode. After I add different cut scenes in and go to play back on the time line it appears as if my whole scene is moving at once. Then it catches up to where my character is dancing.
If anyone could help I'd appreciate any advice.
