Burglar, a person who commits burglary.
Burglary, entry into a building illegally with intent to commit a crime, especially theft.
So technically, a person who breaks in is not a thief as long as they don't steal anything. However, the burglar does deprive (steal) the resident's sense of security at the time of the break-in...

Thanksgiving Dinner Thieves
While Amelie leads the family in prayer for Thanksgiving Dinner the two cats decide that now is the perfect time to go sneak in and steal the turkey. Chloe, though, being aware catches them in the act and is able to shoo them away before they make off with their prize. "Next time we'll get it!" The cats say to one another.

Inspired by "The Lies of Locke Lamora"
The Lies of Locke Lamora is a 2006 fantasy novel by American writer Scott Lynch, the first book of the Gentleman Bastard series.
It describes the adventures of a group of street artists, thieves and scammers, known as the Gentleman Bastard. Their adventures are set in a city called Camorr. Locke is leader of the group, consisting of Jean Tannen, an expert fighter; Calo and Galdo Sanza, jack-of-all-trades identical twins; and Bug, a young apprentice. In the picture Locke Lamora (right) and Jean Tannen (left), my version of them based on the book descriptions.
