dforce hair...what am I doing wrong?

I got a few different sets today. some work some don't? I don't get how im messing this up? As you can see in the image below...I ran the simulation. for the top figure the clothign worked but the hair didn't?

Select the hair itself (not the haircap), then open the Surfaces pane and search for the "shape constraint" parameters. Lower those to get more movement, but consider that they also keep the hair in its shape.
