Cyberpunk : Dark City too big, hard to move figures. Help

Hi folks, I am trying to make a comic in a cyberpunk city using rooftops and a sniper on another rooftop. But, I've run into a problem. Cyberpunk: Dark City, the environemnt I'm using? It's MASSIVE, the HDRI is PERFECT, its well lit, eats little memory. ITS TOO DAMN BIG.

 

Moving anywhere moves in literal milimeters. Moving figures to the top of one roof is herculean, but now I have to select another roof.

Usually, I'd just click a part of said roof and click "focus" but every building is literally just one node. 

This is crazy. 

One solution I made is to make a Sphere primative, float it to the top of a building I want and set figures to the same pose as that sphere as a start. 

But that is just one solution to a larger problem, I have to move lights too. Does it have to be this hard, or is there a better way I'm not seeing?

    As for navigating in such a 'big city', you may use Keyboard Navigation... (Shift + K)
    - Set move speed to 100 (press ] key ), then use AWSD+QE keys to move around.
    - Set rotation speed to 10 - 15 (press } key), then use JIKL+UO keys to rotate.

    etc..  That'll be much quicker and more efficient...

    As for moving figures to a target, the quickest way may be: select target object, Ctrl+C, then select a figure, Ctrl+V.
    Or use some product like https://www.daz3d.com/code-66-toolbox--volume-1 in which where's a Move To script,
    or use a free script from: https://sites.google.com/site/mcasualsdazscripts3/mcjcome
