Custom Layout and Favourites?

What is the exact method of customising the layout, by that I mean saving it with pose shortcuts etc. in the favourites.

Is just saving the layout sufficient?

Do I need to export each element (Toolbar, Menu and Actions) first, and then select them, when saving the layout?

I ask because I've had varied results when trying each and every way, sometimes a favourites shortcut appears to be saved, and other times not, despite having repeated the save method.

I would just like to know the correct intended method for saving a custom layout.

A layout certainly should include all of the sub-parts. Check that the files are not in the wrong place if they seem to disappear.
