PowerPose finger snap movements.

Is it me or a strange quirk of Daz Studio, when manipulating finger joints using PowerPose, I'll click on a finger joint and it'll bend about 20° before I'm able to bend it to where I want.

This is only an issue with fingers and PowerPose, using the parameter dials everything behaves normally.

There are different ways to control the finger nodes. On the basic DAZ PowerPose template, there are controls for the rotation of the individual nodes (left index 1, left index 2, left index 3, etc.) and there are controls for the whole finger (a group node, a dot with a halo around it, that controls all nodes on each finger simultaneously) or hand (for all finger nodes). These controls set the node's rotations directly.

There are also Pose Controls for the figure (Parameters e.g., Genesis 9 -> Pose Controls -> Hands, and others) that give a more sophisticated method, using ERC controls to add a delta to the existing node positions without removing the initial rotation. If you use a Pose Control, then go to node controls directly, they will overwrite any values from the Pose Control, possibly making the finger jump as the values are changed. The node control can be reset to get back the original Pose Control (but only from PowerPose, alt-click on the slider does not work, because the value is coming from PowerPose, not the slider). If you reset the Pose Control, the nodes will move to their dialed-in positions.

I like to use the Pose Controls first, because you get a nice coordinated movement of all fingers at the same time, or single fingers, then use the individual node controls, or a group node control, for the fine tuning if needed. Preset poses could use one or the other, or a combination of both.
