    I think the hair is "Everyday Updo 2 Hair for Genesis 3 and 8" by outoftouch.

    ...you are correct about the hair as given how the bangs come along the side of her face.  

    Think I found the dress it's over at Rendo  (can't post a link to it here)

    I believe it's the : Little Darling Dress for G8F by 3-DArena  where the artist used a lace shader preset for the base material.

    This is the hair, I use most of the time.

    Looks most realistic, easy rendering and doesn't require much adjustments to scenes and poses.
