Is there a way or app to change say the side long hair drapes down without having to much difficulty?

    That depends on the hair style and construction, but a dForm (possibly with a weigthmap) woukld be the place to start.

    Depending on the hair you would mention, if it's not a dForce hair, you also may add dForce modifier + weight node to it....
