Why doesn't my light work?

So I'm working on this project and I decided I wanted some light shooting away from the observation window. So I positioned a couple spotlights and started playing with the setting to get the effect but the thing emits NO light. My Luminous Flux is set to 20000000545128448.0 You'd think that would give me SOMETHING but nope. No change. I haven't messed around with spot lights in awhile so I'm sure I'm forgetting something easy. If anyone sees what I'm doing wrong, I'd really appreciate some help.

    You probably set sun-sky only in Environment Mode,check it first, in Render Settings.

    If you are expecting light rays to be visible then you need something to pick them up, such as a cube with a dispersive material applied.
