Because they are both PBR (Physical Based Render) engines and light will cats a shadow. 3Delight allows you 'change the laws of physics' - Scottie of Star Trek woudl have hated it (maybe?) and have things not casting shadows, or light not making shadows, etc.
The only way to turn off shadows in Iray is to use the Interactive Mode, rather than Photorealistic. When you do that, shadow control options become available for the lights.
