It would be possible to morph the coat shorter, but that's only part of the battle, because you'd also need to remove the belt and beltloops, and I suspect those impact the shape of the jacket underneath. You'd also want to remove at least a button or two. In other words, just shortening the length of the jacket wouldn't make it look like a suit jacket.
Yes, ask @Richard Haseltine as what you have to do is use DAZ Studio to create new surface regions from the existing surface region and then you just hide that surface region you split off from the rest of the coat. They have rearranged in DAZ Studio GUI where to do that or I could tell you off the top of my head. Richard knows where it's located though.
